Jon P. Kindice, Chief of Police, 1974-77
Jon P. Kindice headed the police department during a time of escalating crime in Durham. He instituted Durham’s first SWAT Team to respond more efficiently to emergency situations. Also during his tenure E. A. Allen became the first African American promoted to the rank of captain, and Glenda Beard, also African American, became the first female investigator. In 1976, Jinx Pulley became the first woman in the department to graduate from the Public Safety Academy.
