David Thompson began as Durham County manager after serving as county manager in three other North Carolina counties. He inherited a high tax rate, mounting government costs, school debts, and low morale among government employees. By the time he retired to move into the private sector in 2000, he was widely praised for his stewardship of the county budget and for facilitating a partnership between Duke and Durham Regional hospitals.
